Is he better than Benette and Pitta? Or even Celek? Should I consider a new TE?

TE is deep this year. Pettigrew/Celek I like almost equally. They're going to be more consistent than the other two over the course of the year, IMHO. All four look like low end top 12 TEs to be honest. If you start rotating them you might drive yourself nuts.

The number of teams in the league is a good start for the big overall questions. I don't know who's on your waivers. Don't just ask me who you should pick up. Give me names to choose from. If you only have one team, post your team in your signature with the league parameters. If you want me to give you a back rub, you're probably SOL. Sorry about that.

Should I feel bad if I drop Brandon for Pitta? Would that make my team weaker?

This a PPR? Pettigrew was 15th in the NFL in targets last year and 8th in receptions. I think you're giving up on a known quantity when you don't have to.

Gotcha, Standard 10-teamer, just buying into the HYPE on some guys.
I never owned Brandon, was more a last resort pick, so I wasn't sure of his value.
