I'm talking late round, $1 pitchers who are poised for a big breakout a la R A in 2012 or Hisashi last year. One of the articles on this site last year turned me on to Iwakuma. I drafted him in multiple leagues and happiness followed. It's the dollar all stars that win your league. Any ideas on early candidates?

Hopefully there's a lot of them...

If you want me to look at your team, post the team. Don't post a link to another site where the team is.
Have you given me all the info I need to judge your team? The number of teams in the league is a good start for the big overall questions.
Is your league H2H? Roto?
I don't know who's on your waivers. Don't just ask me who you should pick up. Give me names to choose from.
If you only have one team, post your team in your signature with the league parameters.
I don't know every single matchup for next week, so if you want me to choose a player for the following week and you think the matchups are important, tell me who they're facing.

I think Dickey is a special case but there are definitely going to be more guys like Iwakuma. Guys who are given a chance in the rotation and just perform at a very high level.

A younger guy that I will be paying attention to is Alex Wood. He has a strange delivery but is not being hyped as much as guys like Wacha, Gray and Salazar.

A vet that I am paying attention to is Corey Kluber. Looks like a late bloomer and holds lots of potential.

I will probably have a better list but these are two of the guys that pop up when I am thinking of break out guys.

Wood is an interesting case - I think ppl like KLaw shit on his mechanics, and I see him as a Rich Harden-type, where he's very good but oft-injured, personally. I hope they use him as a power reliever.

Ian Kennedy?
now with the Padres for a full season.
he was pretty damn good back in just 2011, so it hasn't been that long. but he was pretty bad in 2012 and 2013.
pitching half his games in PETCO should help. in 2013 at PETCO he was 3.06 ERA, 1.26 WHIP, 53 K IN 47 IP.

Rick Porcello?
had some really good (or really bad) splits for months in 2013. increased his K/9, lowered his BB/9.
I don't really know much about xFIP, but in 2013 Porcello had 3.19 xFIP, 13th for starting pitchers. (better than Iwakuma at 3.28)

The best targets are successful relievers transitioning to a starting role (if they were groomed to be starters previously). Think Iwakuma last year or Chris Sale a couple years ago (I got him for $5, then traded him for a Beltre/Konerko rental two years ago.)

I've been thinking about Drew Smyly myself but I don't think I'll get him for a dollar. Maybe I'll nominate him in the first or second round of the draft when people are still saving their money for big names. My other plan is to nominate Tanaka first and watch the bloodbath.

(Edit: Gausman might be another good target but I've got him on the minor league roster.)

Sonny Gray and Danny Salazar, although they are already over-hyped already.

You won't get either of them for 1 dollar and like you said, neither are off the radar type of guys.
