He's had a crappy start to the season, but we're talking about a former 20 game winner here. I realize that he likely won't replicate his 2009 and 2010 numbers this year, I still feel like he could have a lot of upside.
Thoughts on buying low on him? Give it another start or two?
I was thinking of offering someone like Santiago Casilla or David Ortiz for him.

If history proves correct, his control will only get better the further away from Tommy John that he gets. He is definitely a buy low if it is low enough. His 35.7% HR/FB isn't sustainable. From my observation, he is giving up too many HRs by missing his spots out over the plate.
That said, I don't think Ortiz or Casilla would even come close to netting him in my league. No harm in trying, but don't get upset if the other owner laughs or even sends back an insulting message.

He was straight up dropped in my league. I'm thinking of dropping Morrow for him

I acquired him for a package of Aceves, Bard and Santiago (Chi) about a week or so ago, and still consider it to be a strong acquisition.
Depending on who the owner of him is in your league, and how scared off they are by his early season troubles, I think he makes for a fantastic buy low right now.
Just factor into your decision that Wainwright could have his innings limited later in the year, so you may not have him around when you H2H playoffs roll around.
