12 team points league... I have a limit on waiver moves (five) for the rest of the season so I need to make my moves count. I have a good lead but Id like to pad it a bit by streaming in some starters.

How do you rank these guys for the rest of the year?

Minor (Phi/NYM/Pit?)
Bailey (LAD/PIT)
Kendrick (Was/Was)

Stream-o-Nator ranks them Bailey, Kendrick, Minor but not sure I'm buying Bailey and Kendrick completely.

I'd go with Bailey and Kendrick too... UNless you really needed that possible third start... Then Bailey, Minor...
